Two identical-looking pallets can cost completely different amounts to ship LTL, and the reason is a single number neither the shipper nor the carrier chose arbitrarily: the freight class. It is one of the most consequential figures on a bill of lading, and one of the most misunderstood, starting with who actually sets it.
Who actually controls freight class
The National Motor Freight Classification is developed by the Freight Classification Development Council and published by the National Motor Freight Traffic Association, a private nonprofit trade association, not a government agency. NMFTA is explicit about this on its own site, and its own help centre carries a FAQ addressing the misconception directly, which tells you how often it comes up. FMCSA, the actual federal trucking regulator, governs safety: driver qualification, hours of service, vehicle maintenance. It has no role in freight classification.
The NMFC is a voluntary industry standard, and NMFTA membership requires using it, which is what makes it the de facto universal reference even though no law compels any carrier to adopt it. Individual LTL carriers publish their own tariffs that incorporate the NMFC as their classification baseline and reserve the right to inspect, reweigh and correct a shipper's declared class against it, a right they exercise routinely rather than as a punitive exception. Access to the classification data itself is proprietary: NMFTA sells it through its own platform, a printed classification book, and a paid interpretation-assistance service for genuinely ambiguous commodities.
The 18 classes, and what the number means
There are 18 freight classes: 50, 55, 60, 65, 70, 77.5, 85, 92.5, 100, 110, 125, 150, 175, 200, 250, 300, 400 and 500. A lower class number is cheaper to ship; a higher one costs more. That is not an arbitrary scale. Class is a proxy for how much of a carrier's trailer space and handling effort a shipment actually consumes. A dense, easy-to-handle, low-risk commodity like steel or bricks occupies little trailer volume relative to its weight and rarely causes a claim, so it sits at class 50. A bulky, fragile or high-value commodity that takes up trailer space out of proportion to its weight, or that is awkward to handle or prone to damage, sits toward class 500.
The four factors, and the reform that changed how most of them are applied
NMFTA names four factors that determine a commodity's class, together described as its transportability:
- Density, how heavy the freight is relative to the space it occupies.
- Handling, how easily it moves across a dock and in and out of a trailer.
- Stowability, how effectively it packs alongside other freight.
- Liability, how likely it is to damage other freight or be damaged itself.
Historically, each named commodity in the classification carried a fixed class or narrow range, looked up by item number. That changed substantially with Docket 2025-1, effective 19 July 2025, which moved the majority of commodities without special handling, stowability or liability issues onto a standardised density scale: measure the actual density of the shipment, and that measurement alone determines the class, replacing the fixed per-commodity lookup entirely for that population. NMFTA reported reorganising roughly 3,500 previously separate, single-class items into this new density-tiered structure. A commodity with genuine handling, stowability or liability complications keeps its own distinct classification outside the pure density scale.
How density is actually calculated
The formula, published directly by carriers including Old Dominion and Estes Express: multiply length, width and height in inches to get cubic inches, divide by 1,728 to get cubic feet, then divide the total shipment weight in pounds by total cubic feet to get density in pounds per cubic foot. For a multi-piece shipment, calculate cubic feet per distinct unit and sum before dividing.
Estes Express publishes a worked example on its own density calculator: a piece measuring 25 by 24 by 23 inches is 13,800 cubic inches, which is 7.98 cubic feet. At 90 pounds, that is a density of 11.27 pounds per cubic foot. Estes' current density-to-class table, reflecting the post-reform system, runs as follows:

A small number of the 18 classes sit outside this density scale entirely, reserved for commodities whose handling, stowability or liability characteristics still require individual treatment rather than a pure density measurement. Exactly which classes remain exceptions varies slightly across sources, so confirm the current exception list against NMFTA's own classification tool for a specific commodity rather than assuming a fixed short list.
Item number and class are not the same thing
An NMFC item number is a specific catalogue entry for a named commodity, distinct from the class it ultimately resolves to. A single item number commonly branches into several "subs", variants distinguished by packaging or configuration, such as assembled versus knocked-down, or with doors versus without, and each sub can carry a different class or point to the density scale instead of a fixed one. In practice, nobody classifying freight professionally simply guesses a class in isolation: they look up the item number, then the correct sub for the shipment's actual configuration, and that determines the outcome. The most consistently reported real-world error is picking the wrong sub within an otherwise correct item number, since subs often differ only in a configuration detail that is easy to overlook but changes the price meaningfully.
What happens when a carrier disagrees with your declared class
Every major LTL carrier's published rules tariff reserves the right to inspect, reweigh or re-measure a shipment and correct its class accordingly, while typically stating the carrier is not obligated to inspect every shipment. When an inspection finds the declared class was wrong, the carrier rebills at the corrected class, applying it retroactively to freight charges, fuel surcharge and any accessorials. This is standard, routine practice across the industry rather than an exceptional penalty, and increasingly automated: many terminals now use dimensioning and weighing technology at the dock rather than manual spot checks. Given how routine this is, and how much money it moves, the two things worth getting right before you book are measuring density accurately yourself rather than estimating it, and identifying the correct item number and sub rather than approximating a class from experience with a similar-looking shipment.
The classification system is still being rewritten, right now
This is not a settled reference to memorise once. NMFTA is running an active, multi-year, multi-docket reform, and as of this writing the next round is open for public comment. Docket 2026-2, covering roughly 33 proposed changes including consolidating a large group of farm, dairy, garden, livestock, orchard and poultry equipment items into a single new item and moving a set of automotive parts items onto the density-based scale, has a public comment period that closes at 5:00pm Eastern on 23 September 2026, with the Freight Classification Development Council's public meeting on the docket scheduled for 29 September 2026 in Long Beach, California. Earlier rounds, Docket 2025-2 and Docket 2026-1, made further item cancellations and consolidations. NMFTA has published no target date for when this reform will be complete, and nothing so far suggests the process is contested: NMFTA describes it as consultative, running industry listening sessions with carriers, brokers and shippers ahead of each round.
The practical consequence: an NMFC item number or class you relied on a year ago may no longer classify a shipment the way it once did, and a TMS or quoting tool that has not updated its reference data will misquote and get rebilled. If you regularly ship the same commodity, it is worth re-checking its current classification rather than assuming last year's number still applies, and worth watching for the outcome of Docket 2026-2 specifically if your freight touches farm equipment, automotive parts or the other categories under review.
Getting it right before you book
Measure the actual shipment rather than estimating: weigh it, and measure its true outer dimensions including any packaging. Look up the correct NMFC item number for the commodity, then confirm the sub that matches its actual configuration, rather than assuming a class from memory of a similar past shipment. If the commodity falls on the density scale, calculate density yourself using the formula above before you accept a quote, since a carrier's own dock measurement will use the same formula and any mismatch is what triggers a rebill.
