There are three separate weight ceilings on any container shipment and they are not the same number. Loading to the highest one is a reliable way to produce a container that is legal at sea and undeliverable by road.
- The container maximum gross mass, stamped on the CSC plate. A structural limit for the box itself.
- The carrier's own limit for the lane, which is often lower.
- The road weight limit at origin and destination, which is usually the binding one and is different in every country.
Typical figures
Representative, and they vary by build and by carrier, so check the plate on the box you are actually given:
- 20ft standard: tare around 2,200 kg, max gross commonly 30,480 kg, so payload around 28,000 kg
- 40ft standard: tare around 3,700 kg, max gross commonly 30,480 kg, so payload around 26,700 kg
- 40ft high cube: tare around 3,900 kg, similar max gross, payload around 26,500 kg
Note the counter-intuitive result: a 20ft container usually has a higher payload than a 40ft, because both share a max gross and the 40ft weighs more empty. This is why dense cargo such as stone, tiles, machinery and liquids ships in 20ft boxes, and why a 40ft is not simply twice a 20ft.
Why road limits bite first
A 28,000 kg payload in a 20ft is legal for the container and impossible in much of the world by road. In the European Union the usual maximum for an articulated combination is 40 tonnes gross, or 44 tonnes for intermodal container transport in many member states, and that total includes the tractor, the chassis and the container tare. In the United States the federal interstate limit is 80,000 pounds gross, about 36,300 kg, with axle limits that often bind before the gross does.
Work backwards from the truck, not forwards from the container:
- Take the road gross limit for the country.
- Subtract the tractor and chassis weight.
- Subtract the container tare from the plate.
- What remains is your real payload.
Axle loading matters as much as the total. Cargo concentrated at one end of a container can overload a single axle while the combination is under its gross limit, which is why weight distribution is a legal issue and not just a damage issue. See also truck and trailer types and weight limits.
VGM: the verified gross mass
Since 1 July 2016, SOLAS Chapter VI Regulation 2 has required the shipper named on the bill of lading to provide a verified gross mass for every packed container before it is loaded aboard. No VGM, no loading. This was introduced after a series of casualties traced to mis-declared container weights.
Two methods are permitted:
- Method 1: weigh the packed, sealed container on calibrated equipment.
- Method 2: weigh all the cargo, pallets, dunnage and securing material, and add the container tare from the plate. Method 2 requires a documented, certified procedure approved by the competent authority in the country of packing.
You cannot estimate. Method 2 is not a licence to use the commercial invoice weight. Every element has to be weighed or come from a verified source, and the procedure has to be auditable.
Practical VGM points
- The shipper on the bill of lading is legally responsible, even where a packer or forwarder actually produces the figure.
- Tolerances vary by country. Some administrations allow a small percentage variance, others none. Do not assume the tolerance where you are packing applies where you are loading.
- Submit before the cut-off, which is earlier than the documentation cut-off. A late VGM rolls the container as surely as a late booking.
- A wrong VGM is a compliance failure, not a clerical one, and terminals do reweigh.

Overweight and heavy lift options
Where cargo genuinely exceeds normal road limits, the answer is a permit and specialist equipment, not a quiet overload. Options include tri-axle and quad-axle chassis, low-loaders, and in the United States overweight corridors near ports. All of them need arranging in advance, and all of them cost more than splitting the load into two containers, which is usually the cheaper answer once you have priced the alternative.
